On September 20, 2014, one of Virginia’s largest Superfund Sites will be returned by the U.S. Environmental Protection Agency to the Economic Development Authority. After 25 years, the site that once housed the American Viscose Corporation and Avtex Fibers; that was added to the National Priorities List for Superfund Sites in 1986; and that was abruptly shut down by Virginia’s Attorney General Mary Sue Terry and the state Water Control Board in 1989 for ongoing pollutant violations will be returned to its community in Front Royal, Virginia. The Economic Development Authority now prepares its marketing and redevelopment initiative.

RSW Jail superintendent "retires" as facility opens
The less-than-seamless transition to a regional jail for Rappahannock, Shenandoah and Warren Counties got hit with an unexpected blockbuster on June 30, when RSW Jail Superintendent Robert Mulligan announced his “retirement”. The retirement is effective July 1, 2014, the long-anticipated target date for the RSW Jail opening. However, the three involved counties had been transferring prisoners into the new facility for about 10 days in the wake of the official ribbon cutting of June 16 and Open House that saw over 2,000 people tour the facility on June 17.

Police release details of tragic South Street accident in Front Royal, Va.
The Front Royal Police Department responded to a tragic accident early Saturday evening on South Street.  Ja’Marion Tyreek Dawson, a 6 year old Kindergartner from Hilda J. Barbour Elementary School, was crossing the street unattended in front of the McDonalds when he was struck and killed by a green Toyota 4-Runner.     The child had become separated from his family at the Martins Grocery Store. Once he could not locate them, he exited the store on foot in the direction of his residence in the area behind McDonalds.   Chief Norman Shiflett advises that neither speed nor alcohol played a factor in this tragic heartbreaking incident.  He requests the public give the family the time and respect to mourn during this difficult time.     Shiflett commends the prompt response of the Front Royal Warren County Fire & Rescue, Virginia State Police and the deputies who responded from the Warren County Sheriff’s Office. The accident investigation is being conducted by the Front Royal Police Department with assistance from the Virginia State Police Accident Reconstruction Team.   Anyone with information is requested to contact Front Royal Police Officer Tyler Smith at (540) 635-2111 or by email tsmith@frontroyalva.com.

On August 30th, 2013 a time capsule was opened by the Warren Heritage Society in the Ivy Lodge located at 101 Chester Street, Front Royal. The time capsule was removed from the cornerstone of Town Hall of Town Hall on Saturday, August 17th after being placed on August 17th, 1935.

Tire tracks indicate vehicle's path into propane tanks   Let's see - ditch, brush or five, 1000-gallon propane tanks - DUH?!!?   By Roger Bianchini Warren County Report   A hit and run involving five 1000-gallon propane tanks at the rear of the Royal Plaza Shopping Center at 4:26 p.m., Monday afternoon, July 8, cleared the shopping center for nearly two hours. Fortunately, it appeared that a caged enclosure holding smaller, empty propane tanks absorbed most of the impact of the collision, heading off what could have been an explosive and deadly conclusion.   However, even after the large tanks had been turned off and the site declared secure from a potential explosion, the smell of propane hung heavy in the air behind the shopping center - I know the smell was heavy because despite my exceptionally lousy olfactory sense, I could smell it pretty strong.   “When we first got back here it really knocked you over,” one county fire and rescue responder commented of what he obviously thought was the relatively tame odor around the tanks by the time the media was allowed into the area.   Following a lead, possibly from a relative, 19-year-old Hunter Minor of the 500 block of Braxton Road in Front Royal turned himself into authorities at FRPD headquarters about an hour after the accident. An initial charge of reckless driving was being prepared. Other charges could be pending. Front Royal Police Officer Zack King is investigating the accident.   “Hunter stated that he was driving at a high rate of speed came up on the right turn behind Kmart hit his brakes and lost control of the vehicle. Hunter advised that he was headed straight for the ditch so he turned his car to the right, and when he did he struck the propane tanks. Hunter knew that the tanks were leaking and said he got scared, so he left he scene,” the initial FRPD press release stated.   Minor was driving a 1996 Oldsmobile Aurora. Judging from tire tracks at the scene, after leaving the back alley roadway Minor travelled approximately 20 to 30 feet in the grass before striking the propane tank complex.   Let's see, a Detroit-made Oldsmobile juggernaught heading for a ditch and brush or five 1000-gallon propane tanks?!!?   I'd take this kid's driver's license away for life.   Hell, I'd lock him up for life for his own protection as much as anybody's - but that's just me …   Units from several county fire and rescue departments responded to the scene, including Rivermont and Chester Gap. Warren County Sheriff's Office units assisted FRPD in blocking off the shopping center while the propane leak was brought under control.   More photos here.

Suspect in Credit Union robbery nabbed - FAST

Shiflett of the Front Royal Police Department announced the arrest of Daniel Ivan Jones, black male, 30, of Front Royal, in relation to a March 29 robbery of the Front Royal Federal Credit Union located at 113 South St Front Royal.   On March 29, at 11:16 a.m. FRPD received a 911 call from the Credit Union advising that the bank had been robbed. Bank employees gave a description of the suspect, patrol units responded to the area. Just three minutes after the 911 call, at 11:19 a.m. FRPD units observed a person matching the description of the robbery suspect in the area of South Towne Center on South Street.   Photo Courtesy of Rob Shultz   Officer Sammy Keller was able to confront the suspect and along with other patrol units took the suspect into custody. The suspect was identified as Daniel Ivan Jones, a search of Jones after his arrest produced an undisclosed amount of U.S. currency found in his clothing. Detective's from the Front Royal Police Criminal Investigation Division responded to the bank, during their investigation it was determined that the money found on Jones was in fact the money stolen from the bank.   Jones has been charged with: Robbery, Communicating a Bomb Threat, and Possession of Marijuana. Jones was transported to the Warren County Jail; his court date is April 9, at 10 a.m.   Suspect Daniel Ivan Jones was arrested at the scene   A female subject that was with Jones at the time of his arrest was detained and then subsequently released after further investigation revealed that she had no part in the robbery of the bank.   Anyone with information on this case is asked to contact Detective Jason Winner at the Front Royal Police Department at (540) 635-2111.   - From a release
